If you began your Power to Arrest/Use of Force training online, it’s crucial to complete the remaining in-person portion with the same training provider. The Bureau does not accept partial training certificates from different providers. It is strongly recommended to complete your training with one trainer and at one facility to avoid any issues with your certification.
No, the Bureau of Security and Investigative Services (BSIS) does not accept multiple training certificates for the Power to Arrest/Use of Force (PTA/UOF) training. Applicants and licensees must complete the entire training with a single source trainer and facility. Multiple instructors signing off on a single certificate is also not permitted.
Recent legislation (AB 229, Chapter 697, Statutes of 2021) has expanded the Bureau’s Power to Arrest and firearms trainings to include topics on the appropriate use of force. Additionally, the new requirements mandate that at least half of this training be conducted in-person. This change ensures that all trainees receive comprehensive, hands-on instruction in these critical areas.

The course is divided into two days. Day One covers legal considerations and requirements for carrying a concealed handgun, the use of lethal force, civil and criminal liability, interacting with law enforcement, and what to expect if involved in a lethal use of force incident. Day Two focuses on practical shooting skills, including presenting your firearm from the holster, shooting fundamentals, emergency and tactical reloads, clearing malfunctions, and defensive shooting strategies.
On Day One, bring a valid California DMV issued driver's license or ID, wrap-around eye protection, hearing protection (electronic preferred), a front opening jacket or vest, a baseball cap or visor, closed-toe sport shoes or tactical boots, a sack lunch, water, and a snack, notepad and pen, and a strong side outside-the-waistband KYDEX belt holster. For Day Two, bring 150 rounds of ammunition for one main training gun plus an additional 50 rounds for each additional gun, a handgun (revolver or semi-automatic), belt carrier for speed loader or magazines, and a minimum of one speed loader or three magazines.
